Bottom line
- Poppy is a generative AI (GenAI) platform that CDT built for state employees. It is a working example of a state-built, state-governed AI service.
- It ran as a pilot from Sept. 29, 2025 with “2,800+ state employees from across 67 departments”, with “a statewide rollout planned for July 2026”.
Background
CDT launched Poppy “in response to Governor Newsom’s 2023 GenAI Executive Order”. It serves state employees, “not just technical teams”. (page, sections 1 and 3)
Key claims
- Poppy “is a secure, state-built Generative AI (GenAI) platform designed to help state employees work more effectively in service of the public.” (section “Powering business transformation”)
- Pilot from Sept. 29, 2025; “2,800+ state employees from across 67 departments provided input”; statewide rollout planned for July 2026. (same section)
- “Vendor-agnostic by design – Poppy is not tied to a single GenAI provider. Agencies can use any of the offered models interchangeably, including Claude, Gemini, GPT, or Nova – without vendor lock in or renegotiating contracts.” (section “The Poppy difference”)
- Staff can “Build custom AI tools for agency-specific needs” and “Integrate AI into existing government systems”. (section “Empowering public servants”)
- Security: “No model training”; PII safeguards; “Information shared with Poppy never leaves California’s trusted environment.” (section “Secure and compliant”)
- Three state employees give testimonials. They work at the State Water Resources Control Board, the Office of Technology and Solutions Integration and the Department of Developmental Services. (section “What state employees are saying”)
Evidence and method
A product page. The pilot numbers have no method. CDT selected the testimonials.
Limits
- Marketing tone. No usage data after the pilot, no cost data (see Poppy service page) and no evaluation.
- The page does not say if the July 2026 rollout happened.
⚠️ Contradiction: this page says information “never leaves California’s trusted environment”. The Poppy service page FAQ says “The minimal data required for a query is sent to the LLM via API” to providers that are “contracted not to retain or use this data”. Data does leave the state environment, under contract.
